SPEECH BY PRESIDENT TAFT. By Telaeraph—Press Association-Conyrieht (Roc. February 25, 5.5 p.m.) / Washington, February 24. PresidentTaft, addressing a peace meeting, said the time had not arrived to bo economical at tho expense of the naval establishment. He expressed a strong desire that Congress should authorise the building of two new battleships. Such action was necessary in order that America shonld koep up to other nations. Tho Panama Canal would double tho efficiency of the navy, and thon it would bo. time to consider the question of economy.
