Ponsonby, member for Stirliug Burghs, , moved an amendment to tho Address-in-Eoply condemning the Government's failure to preserve the integrity of Persia. Sir Edward Grey, Secretary of State for Foreign Affairs, refuted the chargo (hat strategic interests had been dnmaged. Some of tho Russian troops had already been withdrawn, and tho Government had been assured that the rest would follow. Eussia was also ontitled to defend her strategical interests. Tho Anglo-iiu?sian Agreement limited the action of both Powers. Russia's inlluenco in Northern Persia was not affected, as it had existed Tjrior to the Agreement. The amendment was withdrawn.
