FINANCIAL OBSTACLES.

The newspapers unofficially announce a 6hort delay in Hip introduction of tho Army and Navy Bills, pending tho settlement of tho Imperial financial policy. It is said that tho third squadron is likely to consist at first of five instead of eight vessels, as originally proposed, and that it will gradually attain full strength by the construction of three capital ships. It is reported to be questionable whether the fund's availablo will suflico for the contemplated acceleration of submarine construction.
