NEW CONFLICT WITH SOCIALISTS. Rγ TelegraDh—Press Association—<J«Dnl«n« Berlin, February 20. The Radical press saddles Herr von Bethmann Hollweg, Imperial Chancellor, with the responsibility for the Kaiser's refusal to grant audiences to the presidential officers of the Iteichstag unless they attend collectively. This step, as has been pointed out, would compel tho frequent attendance at Court of Herr Scheidermann, the Socialist vice-president of tjie Koichstag, and was interpreted as an attempt to compel the Reichstag to elect non-Socialist officials. The papers charge Herr von Bethmann Hollweg with introducing new conflicts into the Parliamentary arena.
