4 AN AGGRIEVED REPUBLIC. By Telegraph—Press Association—Copyright Washington, February 17. A snub given tho State Department has caused some irritation in diplomatic circles in the United Stales. Colombia has written objecting to the proposed visit of the Secretary of State (Mr. P. C. Knox) during his tour of South America. The failure of the American Government to give an assurance that the claims of Colombia against America will be settled by arbitration is believed to be the cause of the snub.
