Herr Bebel, the Socialist leader, explains that Comrade Scheidmnnn, tho Socialist Vicc-President of tho Reichstag, will go to Court when Herr Kaompf (President of tho Reichstag) is nnable to go; and similarly in Herr Kaenipf's absence Herr Scheidmann will propose tho usual cheers to the Emperor in the Reichstag. (Rec. February 19, 10.15 p.m.) Berlin, February 19. The Kaiser has declined to receive the president of the Reichstag unless Herr Scheidermann joins him. This is interpreted ns an attempt to compel tho Reichstag to elect non-Socialist officials. MARRIAGES IN SAMOA. Berlin, February 18. Herr Grocher, speaking in the Reichstag, protested against the Samoan ordinance forbidding marriages of Germans with Samoans.
Dr. Solf, Minister for tha Colonies and formerly Governor of Samoa, replied that such marriages were injurious to both races, lie predicted that the natives would welcome the prohibition with joy.
