BAD MANAGEMENT.

NO CARS MEET NAPIER EXPRESS. A correspondent, "H. 8.," complains of the city tramway traffic arrangements for the conveyance of passengers detraining last week from the Napier express, which arrives at Thornclon Railway Station at G. 50 p.m. Ho write.?, under date February 16:—

"On Thursday'evening I emerged from 'J'honuion Station after tho arrival of the Napier express, expecting to find a string of ears waiting outside for the conveyance of the passengers into the city. There were, cabs—heaps of them—but no cars. Stay, there was one, a freight car, but, not eligible to submit myself for transit as freight, I was obliged to wait in the pouring rain for about ton minutes, in company with about 30 other ]>eople, before I could get a car. A majority of these people were ladies, many of whom had children with them, and this neglect on the part of the tramway traffic people was extremely annoying. While wait' ing there I gathered from an official source that that evening was tho fourth occasion during the week that no cars had been dispatched to meet tho Napier express."

Publication of tho above letter was deferred till the Tramways Department had had an opportunity of investigating the matter. Inquiry has since been made. It appears that the car-dispatcher, whoso regular duty it is to detail cars to meet the Napier express every evening, had gone on holiday, and that by somo misunderstanding his locum tenons had failed to carry out this particular duty. It was admitted that the oversight occurred on four consecutive occasions.
