Lord Pentland, who has been Secretary of State for Scotland since 1905, has been appointed Governor of Madras. London, February 13. Sir Walter Egerton, Governor of Southern Nigeria since 1906, has been transferred to Guiana. Sir Frederick Lugard, Governor and Conimander-in-Chief of Hong-Kong since 1907, has been appointed Governor of Southern and Northern Nigeria.
