Millerand (Minister for War) has abolished the system of : prefects receiving reports concerning army officers, which was instituted by M. Combes (Premier in 1902) in order to extirpate anti-republican and clerical influences., The system has since developed into intolerable espionage conducted by the Civil authorities, including the secret denunciation of officers whose only offence was that they had attended Mass.
