Tho Premier (M. Kokovtsoff), all the Ministers, and many members of Council of Empire Duma were present. The Right , Hon. Thomas Buchanan, M.P., in toasting tho Tsar, said the King had commanded' him to express a hope that such visits would draw the entente closer. M. Kokovtsoff made a cordial reply. Tho Tsar received tho deputation in audience at the Palace, and afterwards dignitaries of the court entertained them at luncheon. . , The public everywhere is receiving the 'deputation with marvellous enthusiasm.
