In the second ballots lien - Kaeiupf, a Radical candidate, has been retained in the Kaiser's Division of Berlin by seven votes, by means of the Conservative vote. The Imperial Chancellor, Hcrr Bethmann Hollwegg, and all the Ministers voted for Herr Kiiempf. The Socialists secured 27 seats to-day, among their nio.st notable victories being the winning of Cologne from the Catholics, and l''rankfort-on-Main from the Radicals.
