THE PROBLEM OF ELEPHANTS
"CITY FATHEHS" ATTACK IT. (By Tdegraph.-Suecial CorresnondenU Christchurch, , January 23. The City Council last evening spent some time in a discussion regarding elephants. Councillor Holland staled that the elephants attached to Wirth's Circus hnd been paraded through the streets of the city without reins or other means of control, and, as these animals were known to be subject to attacks of bad temper, he considered that tliey ought to be tethered in some way before they were allowed to walk abroad. Councillor YV. It. Smith created some, amusement by demanding a by-law "to compel elephants to keep to tho skle streets," but he wus not daunted by laughter, and went on to say that the elephants frightened horses, and caused them to bolt. Tho Mnyor searched the by-laws, but could find nothing more apposite to the problem than tho powers given to deal with stray cattle. At this point the discussion abruptly terminated.
