COMMONWEALTH AND DOMINION. By Telegraph—Press Assoctfitlea—CopyrighJ (Rcc. January 22, 9.15 p.m.) London, January 22. "The Times's" annual review says that the Commonwealth fared well in tho past year, but Jess well than in the two previous years. While admitting that tho Government's loan expenditure was justifiable, some expenditure ought not to have been incurred. Tho increase in tho burden of taxation was severe. There has been no call for the proposed banking legislation. Discussing New Zealand, tho paper says the Dominion continues fairly prosperous, though owing to increased indebtedness and industrial unrest the position was less favourablo than in 1310.
