France demands the liberation of the Manouba's Turkish passengers, but this Italy refuses. ' M. Poincaro insisters upon reparation for the stoppage of the Carthage and the Manouba. The "Daily Chronicle's" Pari3 correspondent hints at tho possibility of a naval demonstration. THE MANOUBA'S PASSENGERS. (Rec. January 22, 11.20 p.m.) Rome, January 22. It is semi-officially announced that the Turks aboard the seized French steamer Manouba had vainly attempted to charter a yacht at Marseilles for tho purpose of landing at a desert spot in Tunis or Tripoli. Poincare, the Premier, in replying to tho Italian contention that the Turks on board the Manouba were officers and soldiers, says, that according to The Haguo Convention they must be considered as'.belonging to the hospital' service until the contrary is proved.
