The newspaper "Rcichspost" declares that the new German Reichstag is confronted with a further increase in Iho Army's peace footing, aud a Navy Bill providing for a moderate increase in tho number of armed cruisers, and for a third high sea squadron, permitting 1 lie fourth squadron to remain in reserve, and the other two to remain permanently in the North Sea. Tho new squadron, says the paper, will be stationed at Kiel. Five thousand extra seamen will be required.
