January 15, 0.15 a.m.) ' London, January U. Router's Peking correspondent reports that the Throne has decided to abdicate, and retiro to Jehol. Arrangements are being made for giving effect to this decision. : RUSSIA AND CHINA. London, January 12. Dr. 0. Morrison, "The Times" Pekin correspondent, states that Russia has re'peatedly warned China respecting Mongolia. Ho counsels an agreement with Russia's demands that China should rccogniso tho independence of outer Mongolia as regards internal affairs, and a consultation with Russia before any new policy is adopted. ■ —t
