ANTICIPATES AN ENDURING ARRANGEMENT.

Mr. Winston Churchill, in a preface to Mr. MacVoagh's punphlot, eutitlcd "Homo Rule in a Nutshell," states that Homo Rule would strengthen Britain in the modern world and make her more sccuro from danger in the Lour of need. He, therefore anticipates n good, enduring arrangement, and instances tlio government of Germany and tlio United States by subordinate Parliaments. Homo Rule, ho says, would draw Britain near to the United States, and be tho first milestone ou the road to the unity of tho Englishspeaking races.
