i A LOAN. ' AND THE EUROPEAN EQUILIBRIUM. By Teleerapn—Press Association-Copyrißhl St. Petersburg, January 2. The "Novoe Vremya," commenting on the rumour that 11. Caillaux, the French Premier, has assented to the issue of an Austro-Hungarian loan in Paris, declares that France must choose between unarmed discontent and a combination enriched by French gold and armed to the teeth, through French savings. The paper adds that a loan, to Austria-Hungary is tantamount to a disturbance of the European equilibrium.
