SPEECH BY PRESIDENT TAFT. UNITED STATES AND ARBITRATION. By TclocraDh—Pre3s Association— CocyrielU New York, January 1. President Taft, addressing the guests at the peace banquet, answered the charge of inconsistency made against the United States for its refusal to agree to arbitration in the present differences with Kussia. Mr. Taft' declared that # a treaty suitable in 1832 was no longer suitable to present conditions, and tho best way was to abrogate tho treaty and contract a new one. If over anything ought to be submitted to arbitration it should be questions of personal and national honour.

Referring to the United States' refusal to arbitrate regarding the Monroe Doctrine, Jlr. Taft defended the country's attitude on the ground that the doctrine was not a justifiable question under the terms of the Anglo-American Treaty.
