AN ARCHBISHOP'S STATEMENT. EFFECT ON HOME RULE. By Telecraph—Prc33 AassoiaUon—Oosytillil (Rec. January 2, 10.5 p.m.) London, January 2. Commenting on Archbishop Walsh's declaration regarding' the Papal decree prohibiting Roman Catholics from suing clergy in tho State Courts, that the Pope alone cau declare whether the Church intends asserting the clerical privilegiuin for Ireland, the "Irish Times" states that if assurances are withheld Homo Rule will bo inconceivable. Mr. Birrell's Bill will receive its quietus from the Vatican while it is still unborn. A recent cablegram stated that the Dublin correspondent of "The Times" pointed out that tho decree penalised chose enacting laws or decrees against the liberty or rights of the Church.. Thus every member of Parliament legislating, and every executive officer promulgating such laws, comes within the scope of the decree. The Nationalists already realiso the possibilities of the decree as an instrument of battle against Home "Rule. The correspondent adds that for the second time within a few years the Church has dealt the cause of separation a heavy blow.
