PROPOSED CHANGE OF CONTEOL. Tho negotiations between the Minvniar Borough and tho City Council for a chungo in the system of controlling tho Miraiuar car servico worn considered by tho Miranmr ltorough Council last night. A letter which had been drafted by tho committee of tho council for dispatch to the Wellington City Council was approved. following is tho toit of tho letter "This council is of opinion that tlicro must be some misundei'standiiiff in tho mutter, anil 1 am directed to explain tho borough proposii.'s mora fully. "The council are now placing before ths ratepayers a proposal to borrow a sufficient sum to cover the cost of the enlarged power scheme, aud if satisfactory arrangements for running tho city cars over our lines cannot be made, a sum sufficient for the purchase of cars vail need to be included in the loan, so that tho borough may be in a position.to negotiate with the city for the running of cars, with the borough supplying cars arid , power. If, howevor, tie city wil! agree to tho borough's request to supply curs and men, using borough power, it> will not bo nccessury for the council to include the oost of cars and car shed in the loan. "This borough has at considerable eipoiHo constructed tramways which are purely feeder lines for the city system, nnd a* our annual revenue from the service is .£2791, the revenue received by the city from borough passangcrs must be fully double, i.e., 55SS, and is annually increasing. "The running of cars to feed tho city system involves the borough in an annual lo«i of _iE2OOO. and the enlarged power schemo is an honest endeavour to reduce this amount; at the same time, the borough-will continue to pitv the city, a r,n P rl ' ce a H services rendered. "On these grounds this council cannot understand why its request should not be aceeded to, a-s any benefits' derived frtim the scheme will increase' the passenger traffic to the mutual advantage of the city and the borough."
