RECRUITING HAMPERED.
NATIONAL SERVICE LEAGUE AND THE ARMY. By Telegraph-Press Association—Copyright London, December 14. General Sir John French, InspectorGoneral of tbo Foroe3, reporting upon tho Territorials, saya that some of the commanders state that their .efforts to recruit have been much hampered by agents of the National Servico League (which advocates compulsory training) in ccrtain districts advising men not to serve in the Territorial Army.
General French adds that the training of tho Territorials has greatly improved during tho year.
