Tho "Daily News" states that Britain has allowed a piratical invasion of Tripoli, permitted Franco to tear up the Algcciras Agreement and Russia to overTun Persia. Parliament must recover control of the Foreign Office from the possession of tho small official caste. A Foreign Office Committee of Commoners must be appointed. It would bo a happy augury if Mr. Bryco were transferred to Berlin as Ambassador.
