The Naval Budget Reporter stated that his investigations showed the defects in tho powder to bo solely due to faulty manufacture, . One lot was composed of powder made in various years, and tho date of the manufacture given was when the last lot left tho mills. M. Delcasse announced that all defective powder had been destroyed.
