RUSSIA'S ULTIMATUM. THE PERSIAN CABINET RESIGNS. By Telccraph—Press Association—Oopyriclit (liec. November 13, 0.2.") a.m.) Teheran, November 13. Tho Russian Note to Persia demands the withdrawal of tho Treasury gendarmes, sent to seizo Shua-cs-Sultaneh's property and an apology, otherwise tho relations between t.lio two countries would cease. Tho Cabinet and tho regent have resigned. Tho Majliss has voted its confidenco in .Mr. Morgan Sinister, the financial advisor U) tho Government. Mr. Morgan Shuster. the American official, who wns appointed TreasurerGeneral of Persia, some months ago, after notifying the Russian Minister, sent a hundred gendarmes, with an American officer in command, to seize the property of Shua-es-Sultaneh, one of the ex-Shah's brothers, who aided the revolt against the Government. The Russian Consul protested, alleging that tho property was mortgaged to tho Russian Bank.
This was regarded as an insult to tho Vice-Consul for Russia, and Russia notified tho Persian Government that she would accupy the provinces of Chilair and Mazanderan unliv-s Persia apologised. The Teheran Government sent a conciliatory reply and stated that it was unable to acquiesce in the Russian demands.
