MR. BORDEN'S PROPOSALS. By TeleerapU—Press Association—Copyriehl (Rec. November 3, 11.35 p.m.) Ottawa, November 3. Tho Prime Minister, Mr. Borden, in a speech at Halifax announced a scheme for tho encouragement of agriculture, the development of highways, and the regulation of tho tariff on purely business principles through a permanent tariff commission.
So far as Reciprocity iras concerned, the Premier said he believed that true reciprocity would be found within tho borders of tho British Empire.
