Lord Carrington, President of tho Hoard of Agriculture, liecomes Lord Privy Seal, a. post which the Marquis of Crewo has been holding in conjunction with the Secretaryship of State for India. (Rec. October 24, 10.30 p.m.) London, October 23. Tho vacancy in the .Ministry caused by Lord Carrington's relinquishment of tho Presidency of the Board of Agriculture has been followed by a redistribution of portfolios, and tho elevation to Ministerial rank of Jlr. Alfred Emmott. Tho rearrangement is as follows:— Jfr. Waller Runciman, at present President of tlio Board of Education, succeeds Ixird Carrington as President of tho Board of Agriculture. Mr. J, H. Pease, Chancellor of tho Duchy of Lancaster, becomes President of (ho Board of Education. Jlr. C. E. H. Ilobhonse, Financial Secretary to tho Treasury, becomes Chancellor of the Duchy of Lancaster. Jlr. T. Mluimou Wood, Parliamentary Under-Secretary to the Foreign Office, becomes Financial Secretary to tho Treasury. Jlr. l'\ D. Acland, Financial Secretary to tho Army Council, becomes Financial Secretary to tlio Treasury. Lord Lucas, Under-Secretary for tho Colonies, becomes Parliamentary UnderSecretary for Agriculture. . Jlr. A. Emmott, ar present Chairman of Committees, goes to tho Houso of Lords, and- takes offico as Undor-Secre-tary foT the Colonies. Jlr. J. H. Whitley, Liberal member for Halifax, and Deputy Chairman of Committees, will be proposed as Mr. Emmott's successor as Chairman of Committees. The changes involve by-elections at East Bristol, Jlr. llobhouse's seat; Oldham, Jlr. Emmott's seat; and South Somerset, represented by Sir Edward Strachey.

Jlr. Winston Spenccr Churchill was born no longer ago than 1874, but ho has already made a considerable mark for himself in British politics. He entered Parli:>uont as a Conservative member for Oldham in 1900, but changed over to tho Liberal side of the House on Jlr. Chamberlain introducing his' Tariff Reform sc>cme. lie was Under-Secretary of State for tho Colonies from 100G to 1908, in which year he was made President of tho Board of Trade, and in February of last year ho succeeded Jlr. Herbert Oladstono as Homo Secretary. Jlr. Reginald M'Konna was advanced to Cabinet rank as President of tho Board of Education early in 1907, after having served for a year as Secretary to the Treasury. Ho has been First Lord of the Admirality since February, 1908. Ho was first elected to Parliament in 1895. Earl Carrington has been President of tho Board of Agriculture since 1895. Ho was Governor of New South Wales from 1885 to 1830.
