SOUTH AFRICA'S OCEAN MAILS.
NO TENDERS RECEIVED, By Telccrapb—Press ' roeiation—Copyright London, October 17. No tenders were received for the South African mail contract. The companies forming the Shipping Confercneo refused to tender. It is expected that a temporary poundage arrangement will bo adopted.
T ho main obstacle in tho renewal of tho contract' with the Union-Castle Company, which has had tho carrying of the South African mails in the past, is a clause in tho new terms forbidding tho payment of rebates to shippers. Maximum rates arc alto fixed by the Government for tho carriage of fruit, dairy produce, and meat. Other clauses give tho Admiralty the right to purchase or charter tho vessels, and forbid their sale without the Admiralty's consent. It has been proposed that, failing satisfactory tenders, tho Stato should build its own ships.
