Tho Harbours Commission, in an interim report, recommends the separation of the harbour and railway finances and the imposition of uniform wharfage rai-'s, irrespective of the destination of goods. It advises tho imposition of a rate of i per cent, ad valorem and a shilling per ton on imports, and a -J per cent, ad valorem and sixpence a ton on exports. The commission also recommends the establishment of a graving dock at Durban.
