TURKEY'S ANSWER EXPECTED TO BE BY FORCE.

The Marquis di San Giuliano, Minister for Foreign Affairs, has telegraphed' to Constantinople reminding tho Porte that Italy for many years had urged that an end should be put to the disorders and neglect which Tripoli has endured. Tho exigencies of civilisation mado a change vitally important. After stating grievances, the Note adds: "The Government has decided to proceed with the occupation of the territory, which is the only solution. It expects Turkey to instruct its representatives in Tripoli not to offer opposition. The Government will subsequently negotiate an agreement to settle definitely the situation arising out of the occupation." Tho Note requests that a reply bo sent within twenty-four hours. Tho first Italian expedition, comprising twenty-two thousand men, will bo ready to sail on October 3. Tho squadron will bo concentrated near Syracuse, in Sicily.
