KOKOVSTOFF'S CAREER, M. lvokovstoff is about 59 years of age. He is a remarkable man, and is now occupving the post of Minister of Finance for the second time—a uniquo record, since usually when Ministers go out of office in Russia their political career is at an end. The chief lieutenant of Count Witte when the latter was at the head of the Muscovite Treasury, he has always been identified with tho Liberal party; and Russia is indebted to him for every one of the roforms in penal legislation, in the oi'ganisation and in the management of its prisons, that have taken placo during the last quarter of a century. It was in 1890 that lvokovstofE first became identified with the Treasury Department, and from that time forth he has had a very active share in the direction of the economic and financial policy of the Empire, is acquainted with the leading foreign bankers, and enjoys a reputation in the various money markets abroad that is superior even to that of his former friend and colleaguo, Count Witte. __________ ■
