MR. TAFT AND THE SENATE.

President Taft has outlined a plan for overcoming the opposition in the Senate to the Anglo-American Arbitration Treaty.
It is proposed to make tho appointment of members of the High Commission subject to approval by the Senate.
Mr. Taft is also willing to wipe out the clause providing for a joint commission if the need arises.
