This , new company takes over the liabilities and assets of tho old institution. More than that. Another group of London banks, including tho Bank of Encland, has given individual guarantees to the now company for a. substantial Ma\ to provide for the possible future' c'lprooiation of securities beyond an agreed amount. What is said of these arrangements' is that they constitute "tho Yorkshire Penny Bank ono of tho strongest institutions in the country." Apart from tho change in the constitution already indicated, tho new bank will be so controlled that it can earn profits—in other words, the inducement to work is provided for tho staff. The cooperation of tha joint-Etc.-:k banks with tho Bank of England in this trouble averted serious disturbance in financial circles in England-. ■ U.S. WOOL DUTIES. The revised wool duties of tho United States tariff, which have been vetoed by President Taft, providod for a General ad valorem rate, estimated at 42.55 per* cent on manufacture of wool, as compared with one of Su.lo per cent, under the existiae tariff law, while the duty on raw wool was fixed at 20 per cent, ad valorem, as contrasted with an averaze rate of <<U1 TC r cent, ad valorem under the proseut law. Noils, waste, shoddies, inunio, flocks etc wera to pay 20 per cent., instead of 38 96 per cent.: combed wool or tops, 25 per ceiit instead of 105.19 per cent., and'yarn* made wholly or in part of wool were rated at 30 instead of 82.38 per rent. Cloths, Itnit fabrics, felts not woven, and all manufactures wholly or in part of wool not otherwise specially provided for in the Bill, were rated at 40 per cent, ad valorem instead of an avernzß of 97.11 per cent, under the present law. Blankets and flannel!) composed wholly or in par', of wool were to pay a. duty ranitinE from 30 to 45 per cent, ad valorem instead nf 95.67 un.d»r the present law. Women's and children's drc--5 (roods, coot lininc.s. Italian ninths, buntinir, and spot's of similar description, wero to usr 45 instead of an avornco of 102.85 per rent.
