LEGISLATIVE COUNCIL.

ONLY THIETY-EIGHT MEMBERS. Tho numerical strength of tho Legislative Council, for which no limit is fixed, is at present much below the normal, as there are only thirty-eight membors on tho roll. Several new appointments aro anticipated, but in view of tho fact that no new councillors will bo called to tho Upper House until tho end of tho year, little interest is taken in the matter by members. Under tho Act of 1891 members of tho ■Legislative Council are appointed for seven years, and at the end of that period they may bo reappointed. None of tho terms of the present members of tho Council will expiro until 1913.
