BUDGET TO-NIGHT. The Financial Statement and the Railways Statement aro to be presented to the Houso this evening. TRANSFERS OF TEACHERS. One of the last duties discharged by tlie Hon. G. Fowlds in his capacity as Minister of-Education was in connection with tho framing of legislation to givo to primary school teachers tho right to appeal against transfers. The Bill embodying the necessary amendment of the Education Act has been drafted, and it is presumed will bo introduced by tho Minister who assumes the portfolio of Education. THE HUTT ROAD. ' Petitions from 59 ratepayers and residents of Upper Hutt Town District protesting against the Hutt Railway and Road Improvement ( Amendment Bill were presented yesterday by Mr. Field. THE ELECTORAL ROLLS, In a question which ho is to address to tho Prime Minister, Mr. Field refers to a reported intention to remove from the electoral rolls tho names of all electors, whether properly on the rolls'or not, whose names do not appear on tho electoral census of July last. Mr. Field states that, if this is the actual position, many electors duly enrolled at the present time, will'inevitably be disenfranchised. He suggests that an amending measure, should be brought down this session to remedy any such injustice.
