SECOND-HAND SHOPS.
SUGGESTED BY-LAW. Last night the City Council received from its Public Health Committee a report that thoy bad received the following communication from tho Department of Public Health, with respect to secondhand shops in the city:— "The absence of any by-laws relating to the condition of second-hand shops renders it difficult to deal effectively with these premises, many of which are kept in such a state as to bo a danger to the health of people employed in, occupying, or having dealings witli such pieces. I would therefore recommend for the consideration of your council the advisability of framing by-laws: "(1) To prevent tin choking up of the premises with second-hand articles, "(2) To provide for the cleaning of these articles when they are brought in; and \ "(3) To prevent their storage in any room occupied as a living room or sleeping room. "1 also, consider that owing to the miscellaneous collections found in ■ these ulaee-s, concrete flcors should bo provided in all cases. "I also consider that these people should be made to have an auction sale of goods at regular intervals in order to avoil accumulations of sec- ■ end-hand stuff." The committee recommended that the matter should bo referred to tho city solicitor to draft a by-law, so that thoy could deal further with the matter, anil bring down a recommendation to tho council at a later stage. Tlis coiincil adopted tlio recommendation.
