A DEFENCE QUESTION.

During an informal discussion on dofence matters in the House of Representatives yesterday afternoon Mr. V. M. 13. .Fisher (Wellington Central) asked whether an opportunity would bo given for a discussion of the defence regulations. Ho said that a belief existed among tho Territorials that under the new scheme, men in tho ranks would bo denied tho opportunities for promotion which they wore yiven during the volunteer system. During the discussion of tho Hill the House had passed a resolution Hint every man in the force should 1)0 given opportunities to win promotion, to tho ranks of officers in the Territorial I'orcc. Tho Minister for Dcfcnco (Sir Joseph Ward) said ho would have to obtain information before ho could answer tho question and at his suggestion Mr. Fisher gave notice of questions regarding uio matters discussed.
