The Marquis Katsura has been Prime Ministor of Japan since 1908. The Marquis Saionji has been head of tho Seiyu Kao, or Constitutional Political party, which, whether nominally in power or not, always commands tho political situation in Japan.in tlio last resort. This party was in power in 1906, but was defeated by a combination in tho legislaturo.
