BRITAIN AND MOROCCO.

Lloyds has notified that after August 9 shipowners on insuring will bo required to tako out a special war risk at a special rate. It is understood that this action is duo to the Moroccan siluation and the Government's approval of the. Declaration of London. Australian and South African steamers will lw covered against ■special risks at a rato of half-a-crown par ton per voyage. One large firm has insured its vessels for a year against tou- risks at ss. per cent. The risk for war between Great Britain and Germany during the next three months has been wised from throo to five guineas. ■ FLEET VISIT CANCELLED. (Eec. July 27, 0.5 a.m.) London, July 25. Tho Atlantic Fleet has cancelled its visit to Norway owing- to tho Moroccan situation. CHANCELLORS 'SPEECH RESENTED IN BERLIN. Berlin, July 25. Tho inspired press bitterly describe Mr. Lloyd-George's speech claiming that Britain cannot bo omitted from the Cabinet of nations in a matter where her interests are concerned, as an inadmissible interference with t'lio -Moroccan negotiations, of which ho cannot know iho mature. His advice, it is declared, is in tho form of a threat, and cannot Ire tolerated. The "Frankfurter Zeitung" insists that Germany is not' debarred from making claims for future expansion.
