GENERAL BOTHA'S VIEWS. By TeleEraDh—Press Association—Conyrieht London, July 25. General Botha, Primo Minister of South Africa, who is visiting Kissingcn, the Bavarian watering-place, disclaims any knowledge of tho "Volkssteni" articles in favour of South Africa declaring itself neutral in case of Britain being involved in war. Ho says it is absurd to contend that bocauso it might' bo to tho interest of the Empire that one portion should remain neutral, that the enemy would necessarily tako the samo view. The suggestion is so ridiculous that it is almost unnecessary to discuss it.
