CONSIDERATION OF THE REGULATIONS. MORE AMENDMENTS. The committee, of experts, - set up on Monday by the Tramway Conference to consider and amend the draft regulations issued by the Government, completed its task prior to the deputation from the conference waiting upon the Minister yesterday forenoon. Portion of the report was published yesterday. The remainder deals with tho important regulations governing limits of speed and the car report-book. Limits of Speed. "Limits of speed" are dealt with in the Government draft by an elaborate series of provisions, prescribing speed rates ranging from eighteen miles an hour to three miles an hour, and varying according to grade, width of .thoroughfare, and the state of .streets in regard to crowding with pedestrian or other traffic. For this (he exports substituted a simple clause, stating that:— "The limits of speed at which any carriage may run on any particular route, or on any part of a tramway, shall be the limits provided for in the order authorising the construction and use of Mich tramway or tho speeds uow in force." Car Report-Book. Dealing with tho "car report-book" clauses, the experts have allowed Regulation 20 to stand , unaltered. It provides that a report-book shall bo kept, which shall be accessible to the management, employees, officials of the industrial union, or any person authorised by the Minister. Regulation 27 in tho Government draft reads:—

"The manager shall also cause to be kept and maintained in each carriage, in a suitable place that can be easily reached by the motorman, a book of report forms containing the particulars shown in No. 3 in the schedule hereto, with, space for such additional information as the manager may in each case require, mid each form in the book shall bear the number of the carriage, to which it refers." It has been amended as follows bv the experts:- . ~ . "(•27) The manager shall also cause to be kept report-forms, containing

the particulars shown in tho Form -\o. J in tho schedule hereto, with space for such additional information as the manager may in any case require, and each form in the book fcliall bear tho number of the carriage to which it refers." Herniation (2S) in tho Government draft, which reads as follows, has been struck out:— "(-S) Kacli form in the book of forms shall bo perforated closo to tho margin where it is bound, so as to bo easily lorn out. The forms shall be numbered consecutively." Regulation (29) in the Government draft reads:— ."(29) It shall be the duty of the -motorman on completing each day's work, or on leaving the carriage i'or tho day, to take ono of the forms (in consecutive order) from the book of forms, and to enter thereon as soon thereafter as practicable a report of any defect in the mechanism or equipment of the car, together with such other particulars of his day's work as the manager may require, and he shall thereupon hand in tho said report to the foreman or other person in charge of the ear-shed or station, at which the motorman leaves the car for the day." As altered by the experts, it now reads:— "(29) It shall bo the duty of the motorman, on completing each day's work, or on leaving tho carriage for the day, to take the form, and to enter thereon as soon thereafter as practicable a report as to any defect in the mechanism or equipment of the car, together with such other particulars of his day's work as the manager may require; and he shall thereupon place the report in an appoint-' c(l place." Regulation (30), which is as fellows, is deleted from tho amended draft: — "(30) The person to whom tho report is given shall, if he is not the foreman of the car-shed, hand in tho report to that foreman, who shall thereupon examine tho car, and shall state what action (if any) has been taken thereon, and the report shall then be at once forwarded, by the foreman of the car-shed to tlie engineer of the tramway, for such remarks as he may consider necessary, and tho latter shall thereupon forward the report to the manager, who shall take such action thereon as lie thinks fit, and shall cause the report , to be 1 permanently fixed, according to its consecutive number, in the 'Car-I?eport-Book' relating to tho car to which the report refers." CABINET NOT YET DECIDED. The Minister for Public Works slated last evening that Cabinet had not decided yet whether the conference between tho Government experts and the tramway experts, regarding the tramway regulations as suggested at tho deputation, would be held.
