The newspapers state that the Governments of Britain and Franco arc acting in complete agreement regarding Germany's apparent intention to remain at Agadfr until «ho obtains satisfaction. Both Cabinets are resolved not to allow any weakening of the entente between [Britain and France. FRANCO-SPANISH "INCIDENTS." ALLEGED ARREST OP AN OFFICER. (Rec. July 23, 5.5 p.m.) Tangier, July 22. ; Colonel Sylvestre, tho Spanish commandant at Alcazar, is reported to havo grossly insulted Lieutenant Thirict, a French instructor to the, Moorish forces. Ho had the lieutenant arrested outside Alcazar, and brought under escort to him. Lieutenant Thiriet was ultimately released. THE REPORT DENIED. (Rec. July 23, 5.5 p.m.) Madrid, July 22. Colonel Sylvestro alleges that Lieutenant Thiriet boxed a Spanish corporal's ears. A lieutenant of the Spanish cavalry thereupon courteously invited Lieutenant Thiriet to visit Colonel Sylvestro and explain the affair. Colonel Sylvestro' states that Lieutenanj; Thiriet was nover arrested. ; " A SPANISH APOLOGT. (Rec. July 23, 5.5 p.m.) Paris, July 22. Colonel Sylvestre, in apologising for tho arrest of M.
