The "Volkstem," the official organ of General Botha's party, suggested that it would bo advantageous to Britain and South Africa if the latter remained neutral in the event of war between Britain and Germany. The "Capo Times," the "Natal Mercury," and tho "Durban Advertiser" ridicule the "Volkstem's" suggestion, and emphasise the fact that South Africa. i 9 bound to Britain, aud that the two countries will stand or fall together. VIEWS OF "THE TIMES." (Rec. July 16, 5.5 p.m.) London, July 15. "The Times," commenting on tho "Volkstem's" suggestion, states that to ask whether the neutrality of one of the Dominions would be useful to England is really asking whether it is an advantage to either for a Dominion to be part of tho Empire at any time. No one would suppose that the neutrality of a Dominion wouni bo respected if a Power warring against England desired to assail it.
