WOMEN EMIGRANTS.
A JOINT BRITISH CIRCULAR. Bj Teleers.nh—Pre«s Association—Oopyricht (Rec. July 14, 10 p.m.) London, July 14. Princess Christian and the presidents of the Women Workers' Union, tho British Women's Emigration Association, the Young Women's Christian Association, and tho Girls' Friendly Society, have issued a circular offering suggestions to tho overseas Governments respecting women emigrants. They suggest that the emigrants should lie selected by responsible officials at reliable agencies; that tho parties should sail under the care of a Stato-pnid matron; that each'of tho States should'provide a reception home with free board and lodgings for three days; that officials should find the emigrants situations with approved employers;" that the girls should bo allowed to return to the hostels during the intervals of their service at a moderate charge; and finally that the State should appoint voluntary inspectors to visit the girls during their first year's service.
