AN AMBASSADOR'S MANNERS. AMUSING DEBATE IN CONGRESS, By Talosraph-Fress Association-Copyright Washington, July 13. During a discussion in tUe House of Representatives, Mr. I!. 0. Henry (Democrat) criticised tlio Vice-Regal stato assumed in Loudon by tho American Ambassador, Mr. Whitclaw Reid, and denounced as undemocratic tlio habit of appointing only wealthy men to diplomatic posts.
Mr. Henry alluded to the story that Mr. John Ilavs Hammond, the special American envoy at King George's Coronation, nudged the King at tlio Foreign Office dinner. Ho said sarcastically: "At tho nest Coronation Mr. Hammond attended ho would be sure to nudge the Queen." Mr. J. Kalin (Republican), replying, defended American Ambassadors against tlio chargo of extravagance. The debate was adjourned. WHO MR. HAMMOND IS. Mr. John Hays Hammond, the special Ambassador of the United States at. tho Coronation, is now in bis iifty-ninth year, and is known in three continents for his engineering achievements. Ho is a Yalo graduate, and a close friend of President Taft. Iu 1893 he became consulting engineer for Barnato Brothers, tho South African promoters, and later for Cecil Rhodes, the British Empire-builder, one of whose strongest and most enthusiastic supporters he soon became. Ho was consulting engineer of the Consolidated Gold Fields of South Africa, and of the British South African Company, and one of the four leaders in the reform movement in tho Transvaal in 1895 and IS9G. For his participation in tho famous Jameson raid lie was arrested and sentenced to death, and later to imprisonment, which sentence was filially suspended altogether on payment of a heavy fine. Mr. Hammond has lectured extensively at all tho jpeat American universities, and has contributed to scientific magazines all over tho world. Three years ago he was prominently mentioned as Republican Vice-Presi-dential candidate. The two most noteworthy things about Mr. Hammond (says a writer ill the "Review cf Reviews") nro his largo vigorous personality and his clover, Jielpful wife. Hammond is, in every sense of the word, an American who lias achieved. Beginning life with a good education and plenty of courage—and nothing else—ho (ell into tho company of energetic men. and was keyed up to do his best. Ho has worked in every part of tho world; ho has found and developed oil wells, ho owns, and has developed water-power sites, and in general has taken many fortunes out of the ground for himself and others.
