4. _ NEW ZEALAND CONSUL'S VIEWS. By Tckcraph—Pres3 Association—Copyrlffht Sydney, June 30. Mr. T. Young,' of Wellington, ConsulGeneral for Japan in New Zealand, has just returned from a visit to Japan. He states that, notwithstanding tho reports of famine, the people appear to be enjoying a period of general prosperity. Local industries arc flourishing, and the Government's policy of fostering local enterprises, especially ship-building and manufactures, is apparently proving highly successful.
