In a recent' order, (lie British Arm} , Council states that with tho objects of keeping tho officers of tho Army more in touch with tho military tendencies and developments of modern armies, of assisting in the discussion of important strategical and tactical problem?, and of placing at' their disposal tlio results ot (ho most recent research into military history, it has been decided by tho isrilisli Army Council to enlarge tho scope ol tlio quarterly • ofiicial publication entitled, "Heeent Publications of Military Interest," which will in future be called "Tho Army Kevicw." In addition to notes un recent publications, and to special articles on military questions, the "Army lieview" will ho open to voluntary contributions from oflicers on subjects of military interest, either in the iorm of original articles, or of notes on subjects dealt with in military publications abroad or at home. Short notes, even of twenty or thirty lines, dealing with matters of military interest may also lie submit'--cd. It is not. contemplated that contributions should be paid for. "All such contributions are to bo written on ono side of tho paper only, and are t'o bo signed with the name, rank, and corps or regiment of (he author. It will rest w-ith the Army Council to decide whether tho name of the author is to bo published. Contributions not accepted will be returned. It is to be understood that authors alone will be resnonsible for their contributions. Articles published in tho 'Review' are not-to he considered as official, or as carrying tho approval of tho Army Council tor the view set forth in them, unless expressly so stated. When exception is taken to ('ho opinions of an Mithor, reservations will b: made as required.

It is proposed to issue (he first number of ( the 'Review' on July 1 next.' 1 Tho present f|iiartcrly' review originated some four or five years ago, in (ho minds of a few energetic General Staff Officers belonging to the Militarv Operations Directorate of the War Office, and mado its first appearance in n very small way indeed (writes "Mars." in an explanatory note in the. "Military Mail"). As linio went on, its pages incivascd until at present there are some '180 pages of readins matter, sold to all who cared to buy it, for tlw modest sum of foui-ponce. Tho method ,of preparing (his litllo book is comparatively easy. The librarian in charge of the General Staff Library at the War Office distributes dailv a groat many now books that are jiublish-'tl at Homo and abroad upon various subjects of military interest, such as campaigns, travel, military history, organisation, tactics, and many other subjects. Tlicso books ar-? taken in hand by General Staff Officers of tho various sections of (ho Military Operations Dirooioraio, Military Training and Staff Duties Departments, and other technical branches of the War Office. Thsso officers review tho books, translate them from French, German, or other languages where necessary, and tho results of (heir work are typewritten by their clerks, passed to the officer who acta as editor, win submits them to the heads of tho General Staff Departments for final approval belore passing (hem to tho official printers. Foreign newspapers, military journals, and magazines are also perused for, useful information, especially magazine articles, of which there ar'o quite a large number noted in the quarterly book. Many General Staff Ofticn-s look upon this reviewing of books, etc., as a pleasant interlude, in tho daily, roil(ino work at tho War Office, especially those, who serve in tho Military Operations Directorate. All the high-class quarterlies and monthlies, such as tho
"Edinburgh Review," "Blackwood's," "National Review," etc., nro sent round Iho actions in tliis Directorate; in fact, tho list of English and foreign publico.tinns issued from the library at the War Office totals nearly one hundred in number. The Annual bill for newspapers, books, magazines, and other publications supplied to the General Staff Library is by no means a-.small one, and tho ainplo 'accommodation made for the library when it moved into tho new building at Whitehall from St. James's Square is already severely tested. The catalogue of books alone fills two volumes the size of tho quarterly Army List, and tha librarian and his two assistants are always busy, so great is tho thirst for knowledge di - j played by tho General Staff.
