The Council proposes to pledgo as se ourity for the said loan and the ir-feres thereon a special rate of 7-32 d. in tin pound on the rateable value (on the ba4 of the unimproved value) of all r;.tcabl< property within the said Khandallal Ward of the Borough of Onslow.
