There are other similar cases, and the only way to deal with them- is either to take' a substantial deposit with each application,- rcturnn'/.e upon completion of the works, as is done in the city, and other towns, or to refuse any other application from the same drainlayer or plumber under like conditions. "The council should deal with the matter, as tho position is somewhat acute." The council decided to issue notices to complete to the dilatory persons complained of.
