The Government has appointed a Royal Commission to inquire regarding the alleged shortage of labour in tho State; also as to tho hours and general conditions in female and juvenile labour ,in shops and factories, the cause of the decline in the apprenticeship of boys in the skilled trades, and as to the practicability of using technical classes us aids to' or substitutes for apprenticeship.
